The Rotary Leadership Institute (RLI) is a multi-district, grassroots leadership development program of member districts organized into regional divisions in various parts of the world. It is not an official program of Rotary International and is not under its control. The RLI seeks to have Rotary Clubs in member districts identify those Rotarians who seem to have the POTENTIAL for future club leadership (not necessarily as club presidents) and provide those so identified with a quality education in Rotary knowledge and leadership skills for voluntary organizations.

Random Thoughts About Leadership
 
President-Elect John Kenny in his theme speech emphasized that Rotary clubs are autonomous. While that has always been true, his emphasis raises an important and welcome point in today’s world. With autonomy comes responsibility. As it has been said, “If it doesn’t happen in our clubs, it doesn’t happen.” If every club had excellent service projects in their communities and in other countries, maintained good club meeting programs and fellowship activities and continued to grow their membership in constructive ways, the future of Rotary would be secure. With real autonomy creative grassroots activity can flourish.
 
In order for clubs to be effective, they need to have enthusiastic and knowledgeable leadership. RLI is working on a grassroots level to help meet that goal. Every member district and division of RLI is a voluntary effort and are not acting because somebody is imposing something on them.  As President-Elect John Kenny said, “The future of Rotary will not be shaped at RI headquarters-it will be shaped in each and every Rotary club, because it is for each of us-as Rotarians-to do what is necessary to keep Rotary strong.”
 

Welcome New Divisions and Districts
 
RLI is pleased to welcome three new divisions:
 
•   The Western Australia Division has been formed with the three Rotary districts in Western Australia State. The new member districts are 9450, 9460 and 9470 with District Governors Sue P. Rowell, Zaki N. Dorkham and Sangarapillai Pushpalingham, respectively. Chair of the new division is PDG Sylvia Byers, an R.I. Membership Coordinator and Rotary Foundation Alumni Coordinator. We thank Past R.I. Director Ken Collins and RLI Regional Vice-Chair for ANZO, Cathy Roth for their support for the new division.
 
•   The Pakistan and Afghanistan Division consists of District 3270 that now has 138 Rotary clubs and is being considered for division. The District Governor is Saeed M. Shamsi and the Chair of the Division is PDG Muhammad Faiz Kidwai. PDG Kidwai is an Annual Programs Fund Strategic Advisor for The Rotary Foundation. We thank RLI Regional Vice-Chairs Hoe-Beng Fong and Binod Khaitan for their assistance and encouragement in forming the new division.
 
•   The Great Lakes Division has been formed initially for the Zone 29 Rotary districts in the State of Michigan, USA and in Ontario, Canada. The first member district is 6360 with District Governor Renee Merchant, also the first Chair of the Division. Additional districts are in process and will be announced in future EBulletins. We thank R.I. Director Mike Johns for his strong support for initiating RLI in Zone 29 and PDG Daniel Spencer, former Regional Vice-Chair for Eastern USA, who is expected to conduct a new faculty orientation program this spring in the new division.
 
We also welcome several districts that have joined existing Divisions:
 
•   District 2770 has joined the Japan Division. The division is in part of Saitama in Zone 1 and is led by District Governor Hitoshi Iwabuchi. PRID and Trustee Sakuji Tanaka, Chair of the Birmingham Convention Committee is a member of a club in that district. We thank Japan Division Chair PRID Yoshikazu Minamisono and Vice-Chair RIDE Masahiro Kuroda for their support of RLI expansion and quality courses in Japan.
 
•   District 3770 has formally joined the Philippines Division. It is the tenth and final Philippines district to join RLI. Its District Governor is Miguelito L. Jose. We thank former Division Chair Rudy Estrellado and current Division Chair Sonny Coloma for recruiting ALL the Philippine districts for RLI.
 
•   District 3100 has joined the Northern India Division. The Agreement of membership was signed by District Governor Yogesh Mohanji Gupta for his district of 95 Rotary clubs in part of Uttar Pradesh, India.  Chair of the Northern India Division is Atul Dev of Delhi. We thank PRID Sushil Gupta for his support for RLI in northern India.
 
•   Districts 3150 and 3180 have joined the South India Division. The District Governors are Sarat Babu Chilukuri and Krishna K. Shetty, respectively. District 3150 covers part of Andhra Pradesh and District 3180 covers part of Karnataka. PDG Rekha Shetty is Chair of the South India Division.

RLI Forms New USA Region and Realigns Other Regions
 
Because of rapid expansion of RLI in the United States and Canada, RLI has added another Region with a newly appointed RLI International Regional Vice-Chair, PDG Greg Podd of Arizona and Colorado. The new Region will cover all of Zone 27, Zone 21B and tentatively Arizona in Zone 26. The new administrative region will tentatively be called the America West Region. PDG Greg Podd is a member of the R.I. Finance Committee, is an R.I. Regional Membership Coordinator and a Major Gifts Advisor for the Rotary Foundation. He is currently the Chair of the RLI Arizona Division.
 
RLI International Regional Vice-Chair PDG Chris Offer’s region will be slightly revised and will cover Zone 24 (Canada, Alaska, Eastern Russia and parts of the United States) and Zones 25 (Washington, Oregon, Northern California and parts of Idaho and Nevada) and Zone 26 (Southern California, Hawaii and part of Nevada).  The Region will be called Zone 24 and the US Far West.
 
The South Asia Region has been modified in order to place Bangladesh and Pakistan/Afghanistan into their own Zone 6B.
 
The new administrative region brings the number of such regions to eleven around the world, each with a regional vice-chair.
 

Personnel Updates
 
PDG Dorothy Britten of Nova Scotia, Canada, is the new Chair of the Atlantic/Atlantique Division, succeeding Mark Brown of Newfoundland who is now the governor-elect of District 7820. The Division has been very active in providing RLI courses in the Canadian Maritime Provinces and part of northern Maine, USA.
 
Nicki Klein of Lincoln, Nebraska is the new Chair of the Heartland USA Division in parts of Nebraska and Iowa. She succeeds PDG Jim Blue of Omaha, Nebraska
 

RLI Curriculum Committee Meets at Orlando, Florida
 
A sixteen member RLI Curriculum Committee representing six RLI divisions and one prospective division met on January 23 and 24 at the International Plaza Resort in Orlando, Florida. The committee was charged with a major revision of the Recommended RLI Curriculum (Parts I, II and III) for the three Rotary years beginning July 1, 2009. Because of the need to translate the course materials in many languages, RLI has announced that major revisions will be made only every three years, but will still be reviewed annually for updates and minor changes, especially in presentation techniques. The meeting was Chaired by PDG Tim Schuler, Chair of the Sunshine Division, the hosts for the meeting and PRID David Linett, RLI International Chair. The committee will present the new curriculum materials in May.  Prior to the meeting, all divisions were requested to send comments and proposals to the committee. Editor for the new curriculum is PDG Bevin Wall of North Carolina, Chair of the Zone 33 Division.
 

Around the RLI World
 
At a recent RLI course in Hong Kong, District 3450, one section implemented the first RLI course ever given in Cantonese. Participants had a choice of an English session or Cantonese session. Chairman of the South East Asia Division that includes Hong Kong, is PDG Peter Wan.
 
The first courses in Mandarin were given last year by the Taiwan Division, led by Division Chair, Dens Shao. Chinese translations are posted on the RLI materials website. French translations of Parts I and II have been posted on that site since the publication of our last eBulletin, thanks to PDG Jacques di Costanzo of Marseille, France.
 
The Zone 33 Division will have its Annual Meeting on January 31-February 1 at Homewood Suites in Raleigh, North Carolina, USA. Chairman of the Division is PDG Bevin Wall.
 
International Training Team visits have been planned for India and Nepal in February/March, in Egypt and the Balkans in May and Bangladesh and Pakistan also in May. Other team visits will be announced as they are determined.
